SUBJECT: Title IIA Consultant Services Available

As you are aware, Title IIA grants are designed to increase the academic achievement of all students by making sure that every classroom teacher is highly qualified. School systems have the flexibility to use their Title IIA funds to address challenges related to teacher quality including: reducing class size, recruiting, hiring and retaining highly qualified teachers, initial certification, new teacher preparation programs, induction and mentoring programs, and professional development opportunities. By 2006, schools will be held accountable for providing a highly qualified teacher in every Georgia classroom.

To help schools and systems with the challenges of the "No Child Left Behind" legislation, a group of veteran educators has been organized on a regional basis throughout the state to provide technical assistance and consultation services. Enclosed is a list of the Title IIA consultants. Please feel free to contact the consultant assigned to your district. Consultants may be able to provide needed information and clarifications related to teacher quality issues, assist with identification of available resources, and conduct or facilitate meetings or training.

Upon request, your Title IIA consultant will be happy to speak with you, by telephone, or schedule onsite meetings with the appropriate educators to support your local efforts in ensuring that all schools are on track in meeting the goal of supplying highly qualified teachers in all Georgia classrooms by 2006.

Please refer to Improving Teacher Quality State Grants, Title II, Part A Non-Regulatory Draft Guidance, dated December 19, 2002, located at www.ed.gov/offices/OESE/SIP/TitleIIguidance2002.doc. This document focuses on what can be done and provides assistance to local administrators who are implementing programs to improving teacher quality.
