TITLE II FEDERAL REPORT CARDS FOR TEACHER PREPARATION
AND CERTIFICATION
Background
The 1998 Title II Federal Higher Education Amendments (HEA) (Sections 207 and 208) require all institutions of higher education that prepare teachers for certification and all states to prepare an annual report card for the US Department of Education about the quality of teacher preparation and certification. The Professional Standards Commission is the agency that must prepare and submit the Georgia report card.
Types of Required Reporting
A. Public and private institutions' annual report to the Professional Standards Commission
- Pass rates of program completers on the state's required basic skills and subject area content exams;
- A comparison of each institution's program pass rate with the average pass rates for the state;
- Number of students in the program; average number of hours in practice teaching; and the faculty-student ratio in practice teaching;
- The teacher education unit state approval status, and whether the state has designated it as "Low Performing" *. * (Low-Performing to be defined by the state)
B. Professional Standards Commission's Annual Report to the U. S. Department of Education (USDOE)
- Description of state certification standards, assessments and alignment with P-12 state standards;
- Description of state teacher standards and alignment with state certification requirements;
- Statewide and institutional pass rates on teacher assessment;
- Description for assessing the performance of teacher preparation programs within institutions;
- List of low-performing state teacher preparation programs;
- Number of certification waivers issued by the state disaggregrated by teaching subject and by high and low poverty school districts;
- Description of the state alternative routes to certification and percentage of students in these programs passing certification exams;
- State efforts to improve teacher quality.
Non-Compliance and Sanctions
- Institutions that do not comply will be subject to a $25,000 fine;
- Institutions that lose program approval or state financial support due to "low-performance", will be ineligible for Federal professional development grants and may not enroll students receiving Title IV student assistance.
